What plans do the government have to limit the size of the House of Lords?

In 2017, an agreement was made in order to limit the size of the House of Lords to 600 members and its size capped at this number. This would establish a maximum size of the House of Lords and link its composition to general election results.

The government is likely to increase its spending limits on parties in general elections by a massive 69%. This is therefore raising alarm as there is an increasing concern over the amount of donors being introduced into the House of Lords. What evidence is there that this government is adhering to this agreement to cap? How can we meet the target to limit size House of Lords?
