The debate is raised on how to reduce the number of new Peers in the House of Lords. Lord Rennard raises the point that the problem is heightened due to the by-elections of hereditary Peers.
By-elections and elections to local authorities have been postponed for a year. The House would be in a better position to comment on this matter after this time.
